I imagine most departments heavily scrutinize applicants who have been fired due to massive liability if they do something wrong after hiring. An issue is most departments are desperate for new recruits so there aren't many options.

Bad cops recycled among departments are like the predatory pedophile priests passed between parishes by the Catholic Church. When the institution hides malfeasance in its own ranks, the abuse perpetuates. As police departments are investigated, a huge number will come to light.

The "wandering cops" are like when clergy who are pedophiles are reassigned to new cities. Moving doesn't solve the destruction left behind or that the unsuspecting will face with them around to "serve and protect".
