Is putting 'EXPLAINER' in front of a title that states that it will explain something in the content still a thing? Isn't the purpose of the statement "Here's a look at..." a more effective and streamlined way of showing that something will be explained?

And while the world holds the micro North Korea as a threat, the country is forced to invest in war, instead of developing itself and its people. It's a lose-lose situation, except for US, who can sell weapons to NK's neighbours anytime, just bulling Kim around.
