Hours have been cut across the board, it isn’t just about losing jobs. So the number is much higher than 4/10.
It doesn't even just impact job losses, it also impacts people looking for new jobs, or trying to move/change careers. There is already so much competition in the job market, add out of work people and it's an even bigger mess.
