So prioritize the vaccination of people of color. Make them eligible to receive the vaccine in the first wave with front line workers. That will lower the transmission rate in their communities and make up for those people that refuse to be vaccinated.

The vaccine protects against getting bad symptoms, this means that those who have the vaccine can still get the virus and spread it but will protect themself from the adverse effects of COVID. For herd immunity over 75% would need to get the vaccine. 1.
