I have sympathy for every governor forced by federal neglect to compete, internationally, against other countries, states,cities, and our own federal government not only for tests but for PPE when time was of the essence.

To be fair, at the time the governors were scrambling for PPE and tests because of Trump’s slow and incompetent response to the crisis. Coordination by the federal government would have made this unnecessary.pic.twitter.com/Yj73Apent0

If the Trump administration had a national program, Governors would not have been separately ordering test, sometimes bidding against each other. Hogan should be applauded for his early efforts to obtain test for his state.
