Police reforms should include the following: 1. Rooting out applicants & existing cops who have memberships in or associations with any white supremacist groups. 2. Psychological testing to root out applicants & existing cops with sadistic tendencies.

And I'd add:
Screen applicants/probationary hires who simply DON'T have what it takes to be a cop. Fearful cops ... inept at managing situations and those who can't/won't utilize non-lethal training or equipment.
