No. He failed himself to intervene. And that makes him complicit.

It’s pretty obvious he was complicit. He had the choice to step in himself, the fact that he held off bystanders from intervening only adds to the fact. This is sickening.

None of the police officers should be dismissed of charges. They were all complicit.

He did the same thing that all other cops do. Telling bystanders to stand back/get back is routine. He, like many other cops could easily charge a bystander for "getting in the way of their murdering" as an obstruction charge which many have done already.
