We have some private healthcare in the UK. A friends father, a former general manager of an insurance company, was taken in one evening. He was offered paracetamol. He refused: "Why should I pay £100 for your one paracetamol when they're 70p a packet in the supermarket?"

As someone who doesn't have insurance because I cannot afford it, much more so than ten years ago, I would say probably.
