        Well there's your answer. The city has a "relatively low" number of infections, not zero. Anyone in that crew is equally likely to be exposed and then HIGHLY likely to spread it to their coworkers.

        Why? Why are cruise lines still operating? It’s the perfect Petri dish. And keep in mind Donald wants to give them a bail out and they are the biggest contributor to the virus imo.
