The US Coast Guard does play a role in US foreign affairs. I remember my dad telling me about their role during the Vietnam War. I thought he was joking until I met a Coast Guard Vietnam vet.

Why is the Coast Guard, guarding someone else's coast?

They are guarding our naval ships. Why they are considered a military branch. They don’t need government approval to open fire. So it makes sense to have them there.
