This is one way they get the message out without having direct public contact. Some departments issue PPE to LEOs because they often are first to the scene of accidents, fires, etc and they may need to do first aid until firefighters/EMTs/ambulances arrive.pic.twitter.com/GNijfAYaMc

In Baltimore you can only use the back door of buses and the driver area is chained off. But fair is free and people are out and about as usual, sitting on steps, riding bikes, jogging and everything.
