It feels very ominous to list home address as a prison. We can do better than this.

I have mixed feelings about this article. When someone is incarcerated they aren't members of their communities anymore unless the prison is in the community that they're in, unless there are other factors that are missing from this story

When they're in prison they aren't a member of that local community either. They are totally segregated from the locals. That means those areas get more funding but don't actually have an increased population outside of the prison walls. Why should those areas get free money?

the democrats want inmates to be allowed to vote while incarcerated at prisons where they are held but they don't want the same inmates to be counted as residents of the prison where they are held - how does that make sense?

Because they aren't allowed to leave the prison so they'll never benefit from the increased funding. Why should those locals get more funding because of people in a box that don't live there once theyre free?
