This might be an easier feat to accomplish if the city council, the ones I control of laws, policies and regulations which govern private ownership, weren’t so restrictive. The public sector wields the power, not the private industry owners.

There was never any $16 billion dollars given to Baltimore city. Every state received a stimulus package in 2009 and if you google it, you will find out what each state was spending the money on, just like Maryland.
