        Why not just stop giving money to people to rebuild in flood-prone areas? A large majority of them are wealthy like Mike Huckabee who basically built in an area he knew from the get-go was flood prone.

        You mean the developers that build the neighborhoods who then sold it to individual home owners that are much more likely to be in yours and mine tax brackets. Wealthy people are not the majority of these populations.
