Well, protective custody and detention are technically different, as I learned in my extensive American legal education at the University of Law & Order, but maybe it's being called a detention so she can, for her own protection, be allowed to be seen as unwilling. *dun-DUN*

Maybe I'm stupid, but why would a "material witness" need to be put in jail? Is this some sort of statute or standard operating procedure?

A material witness so it's probably for her safety or to make sure her testimony is truthful. I remember material witnesses being in a non disclose locations because of how sensitive & dangerous some cases are.
