Even if one assumes this as some totally innocent oversight, how does the department responsible remove ALL the panic buttons from a highly visible member’s office and NOT inform that member or their staff?

This is particular evidence of preparation and pre-meditation. Plenty of existing laws criminalize kidnapping conspiracies, making new powers are unnecessary—but where has the > $750 billion / year that we squander on “defense” gone? The failures invite oversight & prosecution.
