Imagine that drugs are completely legal, but to buy the hard drugs you need to show a special "Hard Drug ID" that you get by going down to "Drug Licencing Department" and standing in the world's (deliberately) longest line.

hard drugs they are required to swipe your special drug ID. You can ban yourself: meaning that you can call an 800 number and tell them you want to be banned from buying heroin, meth, or whatever, for say 6, 12, 18, 24, 36, or 48 months.

Unlike the process for getting the drug ID card (which is super inconvenient) this is super easy. The whole process is automated and you enter a pin number that was issued to you when you got your Drug ID.

The government simply makes certain drugs very inconvenient to get while making their less harmful substitutes easily available. Addicts are probably fairly lazy and many will switch to the less harmful substitutes, right?
