The same process that creates a social problem also creates the morals that deal with the problem. Naturally, any solution that works will provoke outrage, since the people have internalized the morals that created the problem to begin with.

Intractable social problems are really intractable social neuroses in disguise. There's always multiple solutions, but none of them will be morally acceptable to the public.
