McConnell will vote when he has the votes. If he delays until after the election, it’s not a galaxy brain strategy to boost turnout, it’s just that he doesn’t have the votes. Judges are his only legacy. Electoral consequences for other Republicans are a secondary consideration.

It hard to know bc Mitch likes to posture. I’m guessing he doesn’t. Too many toss up races. Unless Republican incumbents are complete idiots, they will want to motivate their voters to show up and be on the campaign trail.

They may be secondary to McConnell, but they aren't secondary to the senators whose votes he does not have. I don't imagine votes will be changed for those senators, but I do think they believe it is a problem they do not need.
