Did the Government consult with the farmers on these laws and whether it benefits them? It seems like a major impact considering that half of the population works in agricultural sector.

No one consulted anything with farmers. Indian government played dirty game by implement these laws during the pandemic. There is no doubt that these laws are not in favours of farmers.
