It's according to the city and how the people being policed regard each enforcer group. NG is respected/feared more than local PDs generally.

To be fair the NG hasn't been put in the same position as the Police forces. They've been used as support more than for force

Helps when their leaders support them. Cops are more exposed to political influence via their mayor-appointed chiefs. National guard doesn’t suffer that issue.
