HB 1310, which creates a statewide de-escalation use of force standard, passed the Senate earlier this afternoon with a final vote of 27-22. The bill emphasizes de-escalation over confrontation.
It requires officers to de-escalate situations, use the minimum amount of force needed, use less lethal alternatives when available, and use deadly force only where necessary. Bottom line, HB 1310 will reduce police violence across our state. This is a win for public safety.
