I thought there was a law passed a few years ago requiring all deaths (regardless of cause) while in custody and during arrests be reported to a Federal database. What happened to it? The data would provide research for better outcomes.

Agreed. But the question is why? Until you distinguish between justified and unjustified killings, you don't advance the debate. We have a country with huge amounts of violent crime, violent criminals, and easily accessible firearms.
