(2/3) This proposed change in policy is extraordinary in its breadth and transparently xenophobic in its intentions. And it turns immigration detention, which is supposed to be civil and not punitive, into a proxy to strip these individuals of their privacy rights.

(3/3) The ACLU will mobilize its almost 3 million supporters to submit comments against the proposed policy and warn against the dangers it presents to everyone's privacy rights and civil liberties.
