They are people. They are in the country. Seems like it applies to them. It doesn't say citizens. It doesn't even say residents. It says nothing about their legal statements, and large amounts of those rights apply to all people present in the USA.

DACA came with an end date.....and it's up to Congress to extend it or replace it. In fact, it should have been Congress from the get go to get this done.
