the "reasonable" standard is often associated w/ lay ppl. It should've never been used to apply to trained state actors.

"Reasonable" is decided by the individual officer....Too wide a gap in defining reasonable... "unreasonable"law enforcement and courts...

Are officers not trained to shoot to disarm or disable instead of fatally wound? Why aim for the head or torso instead of legs or arms

They r taught to shoot for center mass....but I'm not even sure that applies here as the cop was right up on Philando.

What can we do as citizens to help ACLU or anyone get these laws changed and standards updated for the 21st century?

I signed up as a "member" and monthly donation. What they do isn't cheap. Will also work on 2018 election. This must stop.
