You clearly haven’t been in “most US schools.” Phones (and various other devices) are EVERYWHERE, and are already being utilized as part of the education process.

Cellphones should not be allowed in schools unless a child has a medical condition in which on a case by case basis, the need is appropriate. It would probably cut down on bullying and threats.

What about in the case of an emergency, like a school shooting.

It's a distraction to immediate need for awareness. Your child has a better chance to win the lottery than be in a school shooting anyway.
