NOBODY is asking for Feds to do a total rebuild. They're looking to be rescued & get basic necessities- water, food, fuel, medical supplies.

It probably does have to be rebuilt but there are rate mechanisms in the FERC regulations that will allow PR ratepayers to pay over 20+ yrs.

Save lives. Then allow left to rebuild with clean cheap green infrastructure. Prove it can be done.
