Was it evacuated? Was it known bfhand area would flood or was prone to? Why no people? How large is the flooding? How many affected by it?

I am too. I know they were having some conflicts before the hurricane, but haven't seen anything official about the issue now.

Id expect hurricane to knock out some trucks, but dont fathom an 80% loss. Military also has a lot of mechanics, so something is odd.
