Average rate, from my experience is closer to 36 months. It's a disgrace, when people have piles of medical documentation & bills.

My Mother: Worked 30+yrs,rejected twice,forced to hire lawyer who took 1/3 $. Waited 2 years for Medicare to kick in died 7 days later.

That's not true. Get the first answer in 3-4 months. Appeal (reconsideration)is usually 2-3 months, and if it goes to court, may be 2 years.
