Criteria for FEMA disaster relief is set by law and not by any conditions that Trump can set.

Trump is seldom constrained by law. Disaster relief will be dispensed based on reward, revenge & whim.

If Abbot doesn't request FEMA assistance they cant go in. There are protocols/laws to getting FEMA assistance.
