It's because they can't verify the sender is a registered voter - that's why.

How do they tell the difference between a mail-in-ballot from a black voter versus one from a white voter?
-
They have these things called “computers”, and on these computers this other thing called ‘data’. When they get a ballot they look at it, then look at their “data” to see if what ethnicity the person is (because the government has what’s called “records” on all of their citizens)

Before judgement, read. "The vast majority of these ballots were rejected because voters made a mistake or failed to fill out the witness information,2 according to state records. A rejected ballot does not necessarily mean the voter is denied his or her vote"
-
meaning upon the mistake being corrected, they can still cast their vote! LET PEOPLE KNOW THEY CAN FIX IT AND CAN STILL VOTE IN N.C.! We need all votes cast to toss Donald out.
