The photo is of Chief Justice Roger B. Taney of MD. He was nominated to be Chief Justice of the US by Andrew Jackson in 1836 and served until his death in 1864. He was not a slave owner and wrote the majority opinion in Deed Scott. He sympathized with the South but did not resign
