People are not willing to go back to work because the government pays them more for unemployment than what they were making. Instead of using that extra money as aid, they stay lazy at home. There are jobs, but people don’t want to work

There was also a footnote in the report that analysts believe the actual unemployment rate is 5٪ higher due to differences in how states classify those that are furloughed compared to totally unemployed
