This is not a Constitutional issue: The US Congress has enacted corruption statutes which are severely limited in scope. Like insider-trading prohibitions, they do not criminalize the types of unethical conduct most common amongst Members of Congress.

Could’ve caused loss of life as well...i.e. ambulances not able to get to hospitals or to patients having an emergency....
