This could make one think that perhaps the difficulties were expected, premeditated, and even pre-planned. Make application difficult/impossible, and wah-laa, the state unemployment figures are way down. Old GOP trick. We're just seeing it scaled up.

A friend tried to apply online for ten days. The website crashed, she got locked out, she needed a new PIN and called hundreds of times a day. Finally they put one online and she downloaded and mailed it immediately. Now she waits. She has no money left.
