Do private helicopter and aircraft pilots have no rules stopping them from taking off even when all other flights are grounded for bad weather? I would think the FAA steps in at some point to prevent cowboys from heading out in unsafe conditions.

Apparently he was certified to fly in those type of conditions. Not all pilots are.
