It’s more of a symbolic manner to the survivors of the holocaust. Obviously, the mistakes made were clear before this and regret had already been given. Just not in a formal and symbolic way.

That is a nice gesture. But he wasn't even born yet. How can one apologize for the actions of previous generations? One can't but the history can be taught, reflected upon and prevented from recurring.

He’s the prime minister of The Netherlands and because he now has that function, he is the one to give the apology on behalf of the Dutch government.
