Is there a policy on hair length? There was when I was in school and many kids were sent home.

Same here...went to private catholic high school and we had to have no facial hair and our hair needed to be neat...if we had facial hair, we’d have to shave in the bathroom or receive detention and the school would call our parents

And? It’s been like that in Most schools since... forever. School dress codes are known before the student enrolls.

These are public schools. They have no right to police he hair of students beyond preventing unhygienic situations (lice, etc.).

Did they tell the young ladies who probably have hair longer than his to cut their hair? I don’t understand why that’s even part of the school rules, how is the length of his dreads affecting the learning environment?

Public school should not be able to dictate what your hair looks like. If you want a dress code, then that's one thing, but just no on the hair.
