is it because the states that imposed the laws were states where they had significant opioid problems?

That doesn’t appear to be the case. The eight states with the punitive measures are not the state’s with the highest incidence of opioid addiction.

Few places available for residential treatment for pregnant women, especially if they need to bring their other kids. Kicking them into jail creates an untreated addict & doesn’t solve the root problem.
