The victims of the atomic bombs included Korean civilians who were forcibly taken to Japan for labour, of whom approx 50,000 died. The image doesn’t glorify war or mock the dead, it depicts a moment in history which led to the freedom of a nation.

Not all were forcibly taken, but many were. There is plenty of evidence that the Japanese government picks and chooses (and at times falsifies) the history taught in schools, also that labour and sex slaves existed. You just have to look beyond what your government tells you.

The entire relationship between Korea, and Japan is a strained one. It really stems from Japans occupation of Korea from 1910- 1945. All these other tit for tat disagreements, are a result of that occupation. It's not something the Koreans are likely to forget any time soon.
No matter who, It's not permissible to profane the dead. There is no good reason to insult the dead.
