I think after Katrina we had several more. Wilma, maybe?? End of the season but not well known because of Katrina that year. Did major damage

Why is it inadequate? If you're suggesting it should be tied to damage done, we only know that after the hurricane has passed.

The graphic does the story injustice. The story is about how the system doesn't take in to account the storm surge, rain fall, and flooding.

Ah, good call. Not sure how I missed the link. Still, I've been through 4 hurricanes and the expected storm surge, rain, and flooding was always included in the forecasts and warnings.

It's included by the local meteorologist because he/she wants to save lives if they can but I don't think it plays much in to NOAAs determination of the category.

The only way to accommodate that would be to rate each storm as it approaches individually based on the various factors including topography, feet above sea level and tides as an example.
