Nah, the water actually spilled over the wall (the dam). That's what caused the flooding. And before anyone asks why they simply didn't drain College Lake somewhere else, it's a 1930s era dam. U of Lynchburg and the city had plans to upgrade it already, though.

If you drive through high water, you risk your car stalling out. If the water continues to rise, you are screwed. Also, there can be hidden objects that puncture tires, pot holes, the water can pick your car and drag you. Don't drive through high water.
