The first issue is that this runs directly counter to demands to defund the police. Using more money to pay officers to live within the city is the exact opposite of that. We must be wary of "reforms" that direct more money and resources to police.

Another issue is that paying someone to live within a city's borders does not make them a part of the community. Even if you're interested solely in reform instead of defunding or abolition, this measure is inadequate.
