"I just can't breathe correctly" were Elijah McClain's last words as he was already handcuffed and had been placed in a chokehold by officers who had called paramedics to inject him with ketamine. After he was injected, officers slapped him to make sure he was unconscious.

Max Johnson was suffering a diabetic seizure when his girlfriend called for help. EMS and MPD officers who arrived refused to believe that Johnson only needed sugar to stabilize his condition.
