The historical predecessors of modern police forces were slave patrols—groups of men tasked with hunting down and kidnapping Black people who had the audacity to free themselves; to realize liberty at a time when this country's laws did not yet recognize them as fully human.

And very often the law enables, or at the very least, excuses, police violence. We can see this in all areas of the law—from qualified immunity to the Supreme Court cases that permit pretextual traffic stops and allow officers to pull people over for driving while Black.

All of this is to say it doesn't matter all that much whether an individual officer is a "bad apple" or a "good guy." Every single officer participates in a system that brings out the very worst in each of them; a system steeped in violence and anti-Black racism.
