Halo borrowed a lot of elements from other sci-fi. The concept of a giant, artificial ring was nothing new in sci-fi by 2001, notably made popular by Larry Nevin's "Ringworld" novel from 1970.

Though that illustration might be more on the scale of Iain M. Banks' similar but smaller Orbitals.
