Got into a heated one at the office the other day about this. I couldn't believe it.
I've never been lied to as bad as when people used to say "30fps is the highest fps noticeable to the naked eye" smh.

There isn't one. It's variable. Around 90 hz people find it difficult to detect change, but some have no problems up to around 200 hz
