Parents are observing their teen daughters abruptly claiming to be trans, after happy childhoods with no prior signs or symptoms of being unhappy with their sex. If you read the letter, the father is perfectly aware that his daughter is a young adult who gets to make her own medical decisions; but that doesn't mean he stopped caring about her welfare when she turned 18. And the campaign he wants isn't just for his daughter, as he states.

That's not really pertinent to the letter-writing campaign, though. He and his wife want to raise awareness about the issue more broadly, whatever the insurance arrangements are. As is their right as US citizens with the right to voice their opinions.
