Bill C16 protects "gender identity" & "gender expression" from discrimination, but what that actually means is murky. Much of it hasn't been legally tested yet. Unfortunately, the provincial human rights tribunals that handle these cases are very left leaning & PC.
FYI, Canada is a federation. Provincial human rights tribunals apply provincial laws - in particular, provincial human rights codes - and not the Canada Human Rights Act. Hope this helps clear up some confusion.

Laws can limit actions, but not thoughts. With a diverse population, no society can be expected force acceptance of something as cultural, and individual, as perceptions. Over-reach, as usual. Or, just plain ignorance.
